Nieghbor Claims Right of Way

I am building a home on a 1/2 acre of land gifted to me by my mother. Neighbors driveway goes through my mothers property. I had planned to attach my driveway on to theirs. Nieghbor says I can not because he has right of way. My driveway would not be on nieghbors property. Does the nieghbor have say so of whether I attach on? Mother also uses the driveway-(both families have for over 30 years). Mother has another driveway option, as she is on a corner lot, however, for me to use the 2nd driveway option I would have to cut a driveway through the middle of her yard. Please advice. Thank you.

It's not entirely clear by what you mean by "I

had planned to attach my driveway on to theirs."

If this is your property, you are free to build or place anything on it which does not violate any deed or zoning restrictions.
