Legal Question in Real Estate Law in Virginia

we purchased a timeshare 7 years ago with the understanding that the unit would be built within 2 years. Now i've paid off the loan with interest and the unit is not been built. I did not receive a deed for our 2 weeks purchased. I would like to know what to do. we've also paid maintence fees for 7 years to a unit that was not built.
