Legal Question in Traffic Law in Virginia

I was issued a ticket for expired registration. The officer asked if I had proof of insurance. I told him no it was not my car. The only ticket I signed was for expired registration. I chose not to go to court because of the expense of missing work. When I went online I found out the officer had added operating without insurance. I was found guilty of this and my license was revoked. The car did have insurance I just didn't have proof with me. If I had known the officer was going to add the other charge I would have taken the day off. Was it legal for him to add that without my knowledge?

Yes, and by appearing in court you would've had the legal right to

challenge it, And you would now seem well advised to contact the

local general district traffic court responsible for this case

to determine whether you could get a rehearing scheduled in the matter.
