does my second cousin have rights to visitation of my daughter

He has no inherent right by virtue of being a second cousin, but he may have other claims that are enforceable. Non-parental visitation is based on the best interest of the child in maintaining a significant relationship, the burden is on the party trying to prove the relationship and its importance.
