Change of custody/contempt charges?

Divorced in Ca 1999. Both parties now reside in Wa. Modification of parenting plan filed 1/28/08. Ex-wife refuses to comply with almost ALL aspects of plan. Filed false claim with DCS claiming child support not paid since initial divorce.(Who waits 10 yrs to claim this?) Can prove not all pymts, but history enough to show pymts. Prior to new plan ex agreed to let children live with me for two years in a row (original plan stated changes could be made to Plan by written and notarized agreement between parties) 2005-2006 school year no problems, she continued to receive child support and 06-07 school year she was asked to return support pymts made to her since kids lived here, suddenly big problems. She refused to abide by parenting plan Kept kids for longer than agreement, refused to communicate, told kids she did not have to because she was still the ''custodial parent'' and the agreement we had was not binding to her. While the kids lived here they had greater than 3.0 grade average, did well, had help with homework, etc. Ex has some minor medical problems, but told kids she might need a kidney transplant and might die! The only question here is, "Who waits 10 yrs to claim this?" The answer is, your former spouse. The rest of what you wrote is a recitation of factual allegations, but no question as such. I could guess at what several questions could be, but I don't know what your question is.
