child custody

I live in Washington state and am the custodial parent to my 13yo daughter. My daughter went to visit her father in Florida for the summer and now he has told her she will be staying in Florida and is planning on enrolling her in school there. What are my rights

If you have a parenting plan or residential schedule, and this action is inconsistent with the PP or RS (I'd need to know more details before I decided what course I would recommend in this, but the first two option that come to mind are a motion to show cause re: contempt and a habeas corpus action.
