Child Support

My Mother just recently made it known who my 17 year olds sister is and is now recieving child support from him. My sister has not seen any of the benefits of this. My mother has been using the 600 she gets monthly and the back payments to buy her and her new husband toys and has been using it to fix up bother of their cars. She did the same thing to me when i was that age but I was able to have the payments changed to my aunts name cause i moved in with her, that option is not available for my sister anymore. Is there anything she can do?

It is unclear what the circumstances of your sister's identification are. Where was she living before your mother identified her? It is unclear what the Washington relationship is in this question.
