Legal Question in Family Law in Washington

My ex-husband and I have two children. One has autism and the other has dyslexia. If I determine that a child needs therapy that is not covered by medical insurance, and he does not agree, how does the issue get resolved? Is court the only answer? Can he just continue to not agree to any additional therapies and let me pay for it all?
