Legal Question in Immigration Law in Washington

I am an American and my wife is Ukrainian. We have been married for two years and live in Ukriane. She is now pregnant for the first time. We would like to have the baby in the States. What visa should i try to get for my wife? She has already been denied a tourist visa, about a year ago. Is there a medical visa or something like that? Where should i go to find out more?

Not quite sure the reason for denying her tourist visa. As she is married to a U. S. Citizen, a K-3 spouse visa would seem most applicable.
