Legal Question in Personal Injury in Washington

My friend was dating this guy and it was her, him and his brother at a grocery store. Well the brothers were horsing around and the BF ended up rolling a shopping cart into her car. There is $1200 in damages that she doesn't have the money for. She doesn't remember the exact date on which it happened (About 1month) but she does have text messages where he is admitting to the damage. He claims that he can counter sue since it was an accident. What should she do?

I'm not understanding the "counter sue since it was an accident" part. Does that mean he did it on accident which means nothing legally, he's liable for the damage he causes, or that there was some kind of automobile accident in which he was injured? She should sue him in small claims court. The local court to where the incident happened should be able to explain to her how she does this. She can also look online.
