Is it leagl to charge money for a game in hopes of winning money in games played

A online game room is holding pool games you can either play with fake buxs that are given to you or you can buy additional buxs. When you play these games in tourneyments you can win buxs (these are fake) the league will pay you out for these buxs at very chosen times now to play in the tourneyments you must have more buxs than you are given. without paying for more so basically if you want to play these games you must pay them real money. Also the online buxs are valued at less then, one twentyth of a cent. Is this a pryamid scam. or is this illegal?

You need to give more facts. Casinos charge money for a game in hopes of winning money by playing the game, and generally they are legal since they are licensed to operate in those fashions in thoselocations. So, it depends on the game, the customer, the jurisdiction and who you are (an Indian on a reservation? a resident of a state which prohibits gambling? a casino owner?). You will need to ask this of a Wisconsin lawyer if that is where you are located, but you must give more facts to get any sort of reliable answer.
