Can a 16 year old go to live in the other home if not happy living in the one they are livning

NO, not legally.

To enforce the placement order you would file a motion to enforce form FA-609 and FA-611. Need both to be filed. The court would then tell the other parent to send child home.

If you instead want to allow the change, then dependent on the child support issues (which may cause you to not file). You would file a FA-4170 asking the court to change the order to allow the other parent placement. Be aware that will cause you to be the child support payer.
