Adult Guardianship

My sister is in a Wisconsin hospital. She checked in to undergo treatment for anorexia. She has been inpatient for 5 weeks & has been trying to get discharged. They have her locked down and refuse to let her leave. She is coherent & is in no direct medical danger. She is otherwise normal & can make decisions for herself. They want to file a petition in the courts to force a feeding tube and are insisting that my mom pursue legal guardianship to keep her from leaving & to put in a feeding tube. Do they have legal rights to do this? What can we do to get her out? She is 31 years old. They told her they will discharge her to another facility & when she tried, they contacted the other facility (in Philly) and spoke to her caseworker. They (hospital in Philly) did accept her but now they are denying her because her social worker in Wisconsin called them and apparently told them not to take her, that they felt she needed to stay where she is at. Her health insurance is covering her hospital stay. Her mental benefits allow 100% coverage, unlimited days with a 2 million dollar max. As far as I'm concerned, she is a walking dollar sign.
