Legal Question in Real Estate Law in Wisconsin

condo used to collect same way all, 150 + extra to bring debt back to 0 in one year but now wants to allow any payment even below the 150. How is that fair to all that pay at least 150?

Without having further information, that wouldn't seem to be fair to owners paying 150. Is there anything unique about the owners paying under 150/month - e.g. are they charged interest, and paying back overtime?
