Legal Question in Workers Comp in Wisconsin

workmens comp claim from 2002

I was hurt at work in 2002 and went on workmans comp. I folloed all there instructions went to there doctors and seemed to be on the mend . I moved from california to wisconsin where i reside now and my back was giving me problems i went to see a doctor and had an MRI done wich resulted in emergancy back surgery . I called my workmans comp and they said i have two options to fly back to califonia to see an indapendant doctor or take a lump sum of 5000.00 wich won't even tuch my bills i owe . What should i do my doctor dosen't want me to fly right now ive had surgery only a week ago and have not yet been released yet i don;'t feal what there offering is fair . I also can't find a lawer in WI to represent me i Cali how can i find one on contingancy?
