wanting to adopt stepdaugher

My wife has a 6 year old daughter that I want very much to adopt, Her biological father has not had any contact with her in 5 1/2 yrs. My wife never established paternity. Can I adopt my daughter without a paternity test or do I have to prove paternity to adopt?

Not necessarily. What you need is a relinquishment of rights from the biological father. He must acknowledge he understands his rights and responsibilities and relinquishes them freely. He will have to acknowledge his paternity in that document, even if only peripherally.
