if in the departmental inquiry management witness is not proving the case, and informed casually that the measurements made in the rough, and also thay don't have documentary evident of measurement. it shows they can not prove the case, is the inquiry authority(IA) has power to quash the case, or what the charged officer should do.

The enquiry officer can not quash the case. But he can give finding that the managment has not proved the charge. The delinquent can take it as a point in his favour and he can submit in his Argument.

If the management witness is unable to substantiate facts, the Inquiry Authority (IA) has the power to quash the case and deliver judgement.
