Legal Question in Wills and Trusts in India

After the death of my grandfather, the legal heirs are my grandmother and her sons and daughters. However, grandfather has mentioned grandmother as the nominee, so will the share certificate of the property be transferred to her, thus making her the owner (as she is one of the legal heirs and also a sole nominee) ?

Is she then empowered to make a Will for the property and how valid will it be?

She is/was the only wife of my grandfather. (Hindu)
