Legal Question in Employment Law in Arizona

Pension plan

My parent company currently offers pension plan to its employees but does not offer the same benefit to my company, a wholly owned subsidiary. The branch of the parent company includes just three employees, one executive and two administrative positions and all participate in the pension plan. My company is 100% owned by the parent and also includes three employees. Is the parent obligated to include the subsidiary in the pension plan?

I can't think of any reason why such a practice would be illegal, even in one company its legal to give different employees different benefit packages, even if they have the same title or responsibilities.
