regarding right to with hold rent

i have a question protaning to wether or not i have the legal right to withold rent due to the fact me and my family haven't not had heat or hot wtaer supplied in seven days by my apt complex under arizone law in the landlord and tenant act it states that i can with hold rent legally due to the fact that my landlord has failed to supply hot water or heating to my apt we have water but i have to boil it on the stove top do take baths and do dishes i have two small children in the home as well so i need to know what my legal rights are due to this prolonged problem or leagl instruction to follow the procures provided . do i need to supply my landlord a written notice of my actions to remedy the problem on my own i would appretcate a response regarding this legal matter thank you very much please get back to me asap
