Legal Question in Real Estate Law in Arizona

I have neighbors that seem to think blocking my drive way is OKAY. I have spoken with their landlord and to no avail, no results. She states, she has spoken to them and still no results. I have called the police and they seem to move vehicles right before they arrive. Probably, because I have knocked on their doors.....next door is a property with 3 houses, so all houses are rentals. What are my rights and what can I do?

I have called some towing companies and they state because the vehicles are on public property they cannot remove the vehicles. They stated to call the police. NO RESULTS, either.

You would have to be able to prove who exactly has been blocking your driveway and on what dates and times specifically, over the last number of months or year. Then, you could take legal action to get an injunction againt harassment by those individuals and/or you could sue them for damages, and you would have to prove you have been damaged by their actions.
