Legal Question in Real Estate Law in Arizona

I offered seller's asking price, but he did not reply w/i time, then asked a higher price...is this legal?

Even though you offered to purchase the property at the owner's asking price, there are other terms and conditions that the owner is not obligated to accept and he/she can decide to withdraw the property from the market at any time. In order to have a binding contract, you must have an offer and acceptance of that offer with consideration for the promises of the parties.
