is it possible to be legally emancipated from one parent only, or have one parent receive sole custody due to the other's neglect

In theory it is possible (and it happens in cases of severe physical & sexual abuse).

But in practice, the Family Court will usually allow the other parent the opportunity to play a part in the child's life.
