handicap parking

a private high school (2000 students) has handicap parking that is used by none plackered cars. can city police ticket these cars?

As far as I know, yes, and a person holding a disabled person's parking placard who is an employee, student, or business invitee of the school could sue the school (and even the vehicle owners) for disability discrimination.
