Legal Question in Business Law in California
I am wanting to start my own non profit organization that works with both animals and the homeless. I know all the requirements I must in order to start an NPO Animal Rescue Sanctuary, but I am unsure what legal requirements must be met to provide a homeless shelter using the same physical location. What must I do to start a homeless shelter?

Not have it located near an animal rescue sanctuary.
Laws covering homeless shelters are scattered throughout various codes, including the welfare & Institutions Code, the Government Code, and the Health & Safety Code. It is very hard to get a handle on where to apply, but I would suggest that you take your thoughts to the County Attorney of the county where you'd like to start this combined operation and ask for direction.
