Legal Question in Civil Rights Law in California
I am being harassed by my City Code Compliance Department, to the point of severe emotional distress. Do I have the right to sue the city?

It depends on what they are doing and why they are doing it. If they are simply being strict on code compliance, the chances are you will have not succesful suit.
