Legal Question in Civil Rights Law in California

Libel and slander and governmental agencies maligning my name and reputation.

I have heard that it is illegal for a governmental agency to malign a private citizens name and reputation.

I have been slandered and libeled and maligned by the SD Police and Fire Dept in San Diego Ca. and illegally surveillanced by them without a warrant to hope to acquire some information they can try to use on me to undermined my testimony against them.

This is because I have reported their corruption. And what about retaliation by these agencies to harass me because of this?

Corrupt police are sex slavery trafficking and they are using illegal surveillance technology (HAARP) on me and the American people with out probable cause.
