Legal Question in Civil Rights Law in California

Hi my name is mayra and im having an issue with the police department in my city, they have a program called the cadets in which they have teens as volunteers preparing for a career in the police field, i have a neighbor that is really nosy and has or had a son in this program, we got new neighbors like a month and a half ago and she told me that this kid that is only about 13-15yrs old had access to run people's backgrounds and they did that with my husband and I because this new neighbor told me things that they told her and its stuff that happened yrs ago and she wouldn't known about and that my old neighbors shouldn't know ether, i contacted the police department but they doubt that this would happen but im 100% positive it did because they know things that is not public, i feel like my privacy was violated and i have a feeling the pd are not going to do anything about it but im ready to push the issue, plus this kids father is a convicted sex offender and shouldnt i feel have access to any ones info, i feel its the responsibility of the pd, its their program and they are responsible for these kids. please help

It is a felony to access police records when it is not part of your normal job duties. Call up the officer in charge of Internal Affairs and tell him what has happened and if the PD wants to stonewall you you have no choice but to go to the DA's Office.
