Is it illegal to take pictures of police who are arresting someone?

No. Taking pictures of police is a lawful activity. Please look up [photographers rights]. If you are detained, arrested, or hassled for taking pictures of police officers performing their duties from a place where you have a right to be, you may have a good civil rights lawsuit.
