can I sue my employer for breach hireing a new manager and filing the position with a new hire when the position was promised to me years ago?

NO. Promises of possible promotion and raises are merely incentives to get employees to work hard, not enforceable contracts. Oh, you can sue [anybody can sue anybody for anything], but you can't win. Losing could cost you the price of the company's attorney fees.
