Legal Question in Consumer Law in California

Selling See-Through clothing to a minor.

A situation where my 14yr old sister purchaed a two piece swimsuit, she wore it to the beach and when she came out of the water it was completely see through. There was nothing on the swimsuit indicating it was transparent material. She was completly embarresed and humiliated. We tried to return it and was told is was not the fault of the store but that it was our fault. I told the owner of the store that she sold this suit to a minor, she told me my sister should have known better. Is there any law that protects a minor against a store that sells such products to minors with out their knowledge? The store new it was transparent, it was the stores own label, and would not refund the money for this product.
