Legal Question in Credit and Debt Law in California

I had an account with Target 10 years ago. It had an outstanding balance of $200 and went into collections. I was contacted last week by a bill collector who is now handling the debt and informed me the total amount due was $850. Since this debt is 10 years old hasn't the sol run out? What can I do with the guy who is now currently calling at all hours?

What do you mean by "all hours"? The law says they may not call between 9P-8A, and they may not legally collect this debt. I would love to hear from you.
