Promise to pay

Can small claims be filed against a person when money was loaned to them with a verbal contract?

Absolutely. The suit must be filed within 2 years of the due date for the last payment. The court will have to determine who is telling the truth. If you have any evidence that you made the loan -- i.e. checks, bank recap statements, e-mails, etc., as well as evidence of partial repayment, bring those with you to small claims court. Good luck!
