what does it mean to be charged by FALSE ID TO SPECIFIC PO'S?

It's a misdemeanor (Penal Code section 148.9) to falsely identify yourself to a peace officer if you are lawfully detained.

The first question is going to be whether or not you were lawfully detained. If the police just walk up to you and demand your name, you can tell them it's Mickey Mouse and it's not against the law. On the other hand, if you're detained (not free to go based on reasonable suspicion of criminal activity and your involvement), they you must give your true name. In a detention, saying "Mickey Mouse" is 148.9.
