The only way to get an arrest entry off your record is by filing a petition for factual innocence. You have the burden of proof to show that you never should have been arrested for that charge. These are fairly complicated, so it's not a do-it-yourself project. Consult with a local criminal defense attorney that has handled these.

If you mean can you get an arrest record removed, yes sometimes, but only if you can get a court order certifying to your 'factual innocence', not simply that no charges were filed. It requires a Petition and motion to the court, supported by good cause, legal authority and proof of the facts involved. If serious about trying, feel free to contact me.
