The only way to get an arrest entry off your record is by filing a petition for factual innocence. You have the burden of proof to show that you never should have been arrested for that charge. If you mean can you get an arrest record removed, yes sometimes, but only if you can get a court order certifying to your 'factual innocence', not simply that no charges were filed.
