Legal Question in Criminal Law in California

From a previous answer I was told to see if a domestic abuser was friends with cops because he was never arrested for domestic violence even though on one occasion the responding officer (first at the scene) had concluded that he would be arrested but he had fled the scene, when back up arrieved the other officer said they wouldn't. We know that his father is a wounded veteran and their next door neighbor a retired police officer. In any case how can we find out if he has any connections or buddies in the justice system enablein him to hit/choke/slap/ a woman a 5'1 petite 100lb woman, him being 5'10 180lbs at free will without repercussions.

Finding out about his 'connections' is irrelevant to your goal of getting prosecution. If the police refuse to charge him, there is nothing you can do to force them. Write a letter to the Police Chief politely requesting prosecution and stating your known facts. You could try to file a complaint directly with the DA's office seeking prosecution, and you could seek a restraining order under civil law.
