What you 'think' and your 'opinion' does not determine whether there are grounds for a valid case.

IF you have credible and admissible evidence to prove that police exceeded their authority, used 'excess force' under the circumstances, violated his rights, lied about the facts to cover up, etc., then you can try to pursue a civil lawsuit. The fact that other attorneys have turned you down probably indicates you couldn't convince them the case was valid and valuable.

There is a six month time limit for filing a Government Tort Claim, from the date of the incident. If you have missed that Statute of Limitations, you are too late to do anything now.

IF you are still timely, and IF you are a heir entitled to bring such suit, and IF you have the kind of evidence indicated above, then feel free to contact me to discuss your evidence and facts, and the costs and risks of such suit.
