If a person is drugged, can they face legal trouble for law-breaking that occurs while under the influence?

Of course. That is what occurs in every DUI - DRIVING UNDER THE INFLUENCE. If you are claiming you can prove someone else 'drugged' you, that could be argued as a defense, but you still 'drove' voluntarily, unless a gun was held to your head.
