Legal Question in DUI Law in California

in the state of california individuals who get dui's receive bills from the county for the "services" provided by the county during their arrest like booking and the trip to the hospital for a blood test. I know some people have not paid these under the premise that these are the responsibilitiy of the county already, but is there a resource, website or literature, that outlines the legality of these "bills"?

These fees are not a condition of probation which means that your probation cannot be violated for failing to pay these fees however you should pay these fines and fees because it can affect your ability to have the case dismissed under Penal Code Section 1203.4
