We have a Charity, can a fundraiser record phone calls with donors to avoid problems

You can but you have to do that "calls may be recorded for quality control purposes" schtick. It's illegal in California to record a telephone conversation without the consent of both parties.

Mr. Tillem is correct. You need both parties to consent, but if you have that consent then it is entirely legal to record a phone conversation.
