Legal Question in Elder Law in California

Mentally Ill and Conservatorship or?

My parents are retired, in their mid 50's and live in an RV. They have mailing address and DLs from TX, living in CA for 9 months, dad is now in Ohio with his brother. My father is mentally ill with Bi-Polar disorder. He's been involuntarily hospitalized 3 times in the past 2 months, 1st and 2nd - 72 hour holds here in CA. The 3rd and most recent was a 3-week hold in TX (he ran away to ''heal himself'', got arrested and put into a mental health facility). He has ceased all communication with my mother, brother and me. He refuses to acknowledge he has mental illness and thinks we are the problem and we are mentally ill. He refuses medication. He got out of the hospital last week (he denied the hospital to provide any details about his care, or his discharge). He had is brother from Ohio secretly come down and get him from Texas w/o anyone notifying us. My uncle refuses to allow anyone to contact my father and is working to be his representative payee for his SSDI and also Power of Attorney. My uncle is currently unemployed and about to go into foreclosure, we are afraid he is trying to take advantage of my father and his money. Father tried to liquidate $500K in savings/retirement. Need to protect assets & get medical help.

With all due respect, what is it you think a California attorney or judge will be able to do for you if Dad's in Ohio?
