Is an adopted parent responsible for a child in college, if they promised support for school after 18 yrs, then abanded them at college the first year?

Do you mean, is the parent of a adopted child responsible for the child once the child is in college? The simple answer is that any parent, either adoptive or biological, is not LEGALLY bound to pay for any expenses for the child after the age of 18 (under the laws of the state of California). If you have an agreement in writing, however, that was filed with the court as an order, then that WRITTEN agreement could be used by the court against the party promising to pay the support beyond the age of 18.
