Marriage License and certificate

My brother and his giril friend obtained a marriage license in Santa Clara County, CA in Dec 2002. The document they received is titled'' License and Certificate of Marriage''.

The Deputy Commisionare at the County Clerk Recorder office has signed and sealed the portion of the document, certifying she has solmenized the marriage.

Does this document mean it is a legal marriage under CA Laws ? Or is it just a License to marry ?

It is just a license to marry. They must still undergo an officiating ceremony.
