What is involved with setting up a Power of Attorney for a child who is mentally handicapped and will be turning 18 years of age? How do you proceed?

If the child is not compentant to care for him/herself, then the child is not compentent to sign a power of attorney.
You would need to obtain a conservatorship or guardianship over the child. This requires filing a petition with the court and obtaining a court order and letters of conservatorship or guardianship.
