rights of the non custodial parent

I am the grand parent of a child, my daughter left me with a power of attorney to care for children while she is out of state, I sent the child to her last year and the child returned to me, the other grand mother had him for the summer and took him to Arizona to the father who is now stating he will not send him back and won't allow me or the mother to speak to the child of 13 years old, what do I or the mother do at this point, the mother has custody thru child support court.

A review of the facts would be required, but you should move quickly. The state in which the child has been living for the past 6 months would be the home state. Although if there is a court order for custody and visitation made by a court, that court may still have jurisdiction. This would appear to involve more than one state, California and Arizona, which is a very complex area of the law.
