Federal Tort Claims against NSA

My ex has worked at NSA for 30 years. The NSA kept his deadbeat dad support case off the record, erased the database off the court records, and refuses 30 years later to even acknowledge he works there. I was the custodail parent for his daughter for 12 years while he had Federal dependent benefits for her. I was entitled to know he was a Federal employee and I had a right to apply for her to receive Federal dependent benefits. The NSA refused to allow me to collect child support in court and refused to let me apply for her Federal benefits. I found out he worked at the NSA last year, 30 years later. I got the documents that were filed and then taken off the records. A court clerk gave them to me. I want to sue. I called the ex husband and told him I'm coming to DC and I want answers from the NSA. The NSA and my ex husband took out a restraining order trying to prevent me from coming to DC.
