Legal Question in Civil Litigation in California

What California rule states the opposing party must disclose all witnesses or they can't be used at trial? E.g. List all witnesses that saw the accident and defense tries to call a witness that saw the accident that they didn't disclose.

There is no such rule specifically. All witnesses generally must be listed in a witness list just prior to trial. Also, if sent a form or specially prepared interrogatory asking for all witnesses and they don't list a particular witness, the other party can make a motion in limine to exclude the testimony, but it is discretionary to the judge what to do about that.
