Legal Question in Civil Litigation in California

I know someone who carries a tape recorder, and records his conversations with other people without their consent, or knowledge. Is that illegal? He is a confrontational sort of person, and likes to get into arguments and then records them.

California Penal Code section 632 prohibits recording confidential conversations. See here:
