Legal Question in Civil Litigation in California

A sales rep from a company in Idaho (i live in California) came to sell me goods & services. I paid the guy with a check for $200. The company never performed the services.

Calling them just results in a runaround.

Can I take them to small claims court in California?

Based on what you are saying, you entered into the contract in California and could sue in California. Be sure, however, to check any paperwork they gave you that might say otherwise. Your difficulties will be (a) serving them, and (b) collecting when and if you win. Good luck.
