The tenant across the street shot holes in my windows with a BB gun and will not pay for the repairs.
Is the property owner liable for the tenant?

No. Tenant is responsible. If he won't pay, sue.

You can sue the tenant and landlord in small claims court and let the judge decide who pays. You could also try to file criminal vandalism charges with the police.
